That's because you reinstalled the game. When you reinstall the game / clear data you count as a "new player". New players see different offers in the store.
Conceal-mint will be in the store as soon as you are not a "new player" anymore which is two days after (re)installing.
So I can buy conseal mint in after tomorrow?

This depends on when you (re)installed the game. If you installed it yesterday, then yes...it should be in the store tomorrow.
