If you reinstall the game, a new player ID is assigned to the new installation. You will need the old player ID so the Help Center advisor can help to recover the correct game saved progress from the back up to your account.
Now if you do not have the old player ID, this does mean it will be a lot more difficult, may I ask did you register your email with EA from the game to get 100 free gems on the old account? If you did, could you try to do the register again withe same email address and see if it detects you have an old account associated? if so, please make sure to select the correct account and take a note of your player ID.
I'm quite sure i didn't register with EA account, probably because i didn't even see that button, until i reinstalled the game and, well, i lost all the progress, but i do think i like logged into google play games (don't count on that), i don't really remember, also i dont remember ever seeing the cloud and the google play games buttons on the main menu. when i reinstalled the game buttons appeared, i input my mail input the 5 diggit code and i waited and nothing happened, i clicked force sync button and i'd still be user dave. i also tried logging in with my google play games account again nothing happened

It is not very good news for you I am afraid.
Google play normally should have saved a copy of your progress, but if there is no saved game then this leaves EA.
There are two ways EA can identify your old account, one is the player ID and the other is by an email address (register from the game) but you have neither. So there is little the Help Center advisor can do for you.
As a last resort, do you by any chance have installed the game on another/old device? if so, you might be able to get your player ID from there.
In the worst case that you need to make a fresh start, you might still be able to claim any Premium plant you have paid with cash, you just need to provide proof of purchase and the advisor can help to add them onto your new account.

Well, thats sad, i don't know if it's worth making a fresh start. But i am interested in how they recover an account, because there are some games, that if you give enaugh information about the lost account, they could find it, even if its a guest account. I know EA has its own way of **managing stuff** so how does it work?

My guess is all player's game save progress are stored both on the server and possibly on a backup server for protection.
When a player delete the game on the local gaming device, the game save progress of that account still remain on the server, EA has provided a self recovering service for the player, this is by registering an email address to tie to the account, this also enabling player to install the game on a different device and even with a different operating platform.
Sometimes unexpected errors occur (either by man made or by the computer) and the recovering failed, the Help Center staff can assist to recover the data manually but this is a time consuming process. For this to be possible, one critical information is the player ID for that account, without this, it would like looking for a needle in haystack, I think there might be other unique details from an individual account can be given to narrow down the search, so yes, it still can be done without the player ID but I am not sure how you can persuade an advisor to spend a few days or even weeks to go through all the inactive accounts to pick out the one which is belonging to you.
