I saw a ghost pepper on the store, is it just seed packets or unlock the plant?

I saw a ghost pepper on the store, is it going to unlock Ghost Pepper or just seed packets? I can't see the plant in my almanac, so I am not sure how do I unlock the plant after I get the seed packet...
