Considering how hard and almost impossible to finish without spamming power ups the new levels are, I'm not sure it would fit in EA businessplant for PvZ2 unfortunatly.
Or it could be a reward for finishing all the levels.
Could He Be A Premium Plant?
It could but as @Humplemann said it should be only for Adventure mode. But I'm not sure that now people would pay for a plant they could not use in Battlez mode.
