I have not try this myself but I think a recent undate did make all power mints themselves available to be purchased from the Almanac if you have not yet own them.
It is the offer for seed packages for upgrading the mint that is missing from the store where they should not be and I am not certain whether this is because of the nonseasonal tournament (without a new plant).or just an oversight.
Hopefully either EA or PopCap can provide a confirmation whether it is still on offer, if so, when and with what duration?
Thanks to eieio's helpful suggestion of buying powermints directly from the almanac, i can confirm that it does work provided that you have the required 100 mints needed for the purchase.
Upgrading can be done through seeds.
Simply tap on the find more button.
I had 525 mints and have an unused profile that i have just bought enlightenmint, appeasemint, reinforcemint, bombardmint, ailmint and mighty spearmint (i already had concealmint).
Now i need more mints.

I am on android and got them directly from the almanac, the only plant that i don't currently have is Missiletoe, which is not available through the store but is available if through the almanac (but due to a different bug it won't allow me to complete the purchase).
