Purchased Chomper but Chomper is still locked

A few minutes ago I purchased the Chomper bundle which was on sale for $0.99.  However, Chomper still shows as being locked despite me rebooting the app and rebooting my phone. 

The on sale bundle has been removed from the list of available bundles and I see a charge of $1.07 ($0.99 plus tax) has been posted to my Apple Pay and credit card.  How do I receive what I paid for?
