PVZ 2 Game Unresponsive.

I completed wild west day 16 and unlocked Penny’s pursuit but during the part where Penny talks to Crazy Dave, I had to leave and put my phone down to go do something. I was gone long enough that my phone turned off and the game reloaded. When I got back on, I pressed the play button on the opening screen and Penny’s is still locked, and I can’t click on any of the icons for the book, adventure mode, the wrench. It is all unresponsive besides the arena mode. I can access adventure mode by pressing arena, pressing the book, checking a plant in either 3 of the first worlds then find more seeds, then playing the world, but I cannot access Penny at all.  I have uninstalled the game and redownloaded it and I still cannot click any icons other than Arena. Is there a way to fix this?
