The PVZ2 Chinese version has a level editor, and the PVZ2 modding community is huge, so a level editor would be a great addition.

Not sure if I can agree this is a good suggestion while there are many bugs awaiting fixing.
IF there are resources available from PopCap, I suggest to focus on fixing the know bugs first.
There might be new bugs on the way.
There are two new water based lawn tiles and zombies in the big beach brawl event.
