Edit: well I guess the seeds are not in the Battle rewards yet my bad, only on Pinata Party & Tracker for now. (Hope they will be in Pinata rewards also else it would take forever)
Well, it took me 11 weeks of Battlez play before I got my first plant to max level. It was the Electric Blueberry and it was already at level 4 when Battlez first started.
My next was the Wasabi Whip, which took another week or so. Like the Electric Blueberry, I already had it levelled up about half way when Battlez commenced.
These max levels were both obtained before I started getting serious amounts of seed packets in the Battlez rewards.
My latest max level plant is the Blover, and that took me 23 weeks to get up that far. This was despite it already being at level 3 or 4 when Battlez first started.
Given where I am a present (Having the times 10 multiplier on rewards) AND starting from scratch with the Shadow Peashooter, AND assuming Shadow Peashooter Pinatas do appear as rewards, I'd say it would take 8 to 10 weeks if done exclusively through winning various pinatas. (Unless, of course, a player won 100s of matches in the Shadow Peashooter tournament and had a high multiplier. Even then I doubt if it could be achieved in just that one week - NO, I'm not about to try!)
It would be less time than that for anyone insane enough to buy all the seeds, but it could well cost them hundreds of pounds/dollars/euros before they got to their target.
If the seeds came in a bundle that consisted exclusively of Pinatas for the Shadow Peashooter it MIGHT cost a little less. However, if they came as part of a general bundle and only a percentage of the seeds in that bundle were for the Shadow Peashooter, it would price all but the most fanatical, and deep pocketed, of players out of the market.
I've just got a Modern Day Pinata rewards in Battlez with 60 seeds for shadow peashooter.
So I guess if your streak is above 1000, you could get 600 seeds for it right ?
So lvl 10 could be quicker than expected.
Btw if you get extra seeds (more than the 250 recquired to unlocked the plant), you won't lose them after unlocking the plant (but yes you will lost the 250 seeds)

I just met one opponent with all plants maxed out, including shadow peashooter.

As you already know, I now have many plants at max, but not ALL of them.
Having said that, my load-out for this week would ALMOST qualify for such an assessment. It contains - Caulipower @ level 10 - Gold Bloom @ level 10 - Moonflower @ level 10 - Cold Snapdragon @ level 10 - Dusk Lobber @ level 9.
However, I CAN see how whoever it was had their Shadow Peashooter at level 10.
Before the Modern Day Pinatas in Battlez stopped giving seeds for the Shadow Peashooter last night I had been able to get mine to level eight and just under halfway towards reaching level nine.
If someone had the same high multiplier as me, (Times 10), and they played more matches than me before the Shadow Peashooter rewards broke, I CAN see how they got enough seeds to max out the plant.
Something that backs up that opinion was in a post I saw on Reddit today from Alien Gurke. It contained a screen shot showing a SINGLE award of 530 Shadow Peashooter seeds. Getting awards that big would make maxing out the plant pretty easy.
