I have just tried this level on my iPhone and it seems to be working, but yes, I have noticed the timing is tight as I have just enough time to use the Grave Buster to release the first plant food to keep them alive.
What I suspect is that the Puff-shroom timer is started wrongly, it starts during the plant selecting so if you have selected the plants and wait for 30 seconds and then start the game, the Puff-shroom will disappear instantly.
EDIT: After a second try, I can confirm this is indeed a bug, the Puff-shroom's time out has been started incorrectly as suspected. So the workaround is to select your plants and start the game immediately. I trust this information would help our community manager to report this back to PopCap devs.
