If you have receipts that real money has been spent on purchasing cash premium plants, the advisor normally can add them back to your new account. As for consumable items and in game currencies I think there are set amounts that the advisor premitted to add but it is of course at his/her discretion.
The EA Help Center link is at the bottom of this page should you wish to join the queue and contact them to make a claim but be prepare that there might be a long wait and the 'compensation' might only be a small percentage of your total loss.
