It is good that you still have the phone. Just for precautionary measure, I suggest turning off internet data and WiFi (or enabling flight mode) on the phone first and then start up the PVZ2 App (this was to prevent the app on your phone syncing to the server if the data from server is suspected to be wrong). After the App has started up, you should be able to access the almanac to check and screenshot the items which are missing on the iPad, this is important as it could be used as evident to show the advisor so he/she can correct the errors on your account on both deices once they are synchronized.
I am not clear how you have used your Google account to reload the PVZ2 saved progress onto the iPad, maybe you have found a way I am not aware of. The normal method to reload saved account over different platforms is to use email registration, this method links your email address to your PVZ2 account so you can reload it onto any gaming device or devices at a later date.
If you did use the email register to reload the saved profile from an Android phone over to the iPad, then below are the options you can try.
1. Log off PVZ2 on both devices.
2. Keep internet data and WiFi off on the phone, start the PVZ2 App. (note: all the following steps are to be preformed on the phone)
3. Once it shows the main menu, enter the mode selection menu by clicking the Play button, you would notice Arena and Penny's Pursuit modes not available.
4. Double check the items (Plants/Gems/Coins/Mints etc) if all present, enable internet data / WiFi.
5. Enter Arena mode once to confirm connection, watch an ads for a reward either on Gauntlet of gems/coins then backing out on to the main menu.
6. Click the Cloud button, select Force Sync Player Data. Hopefully this should update the saved progress on the phone to the server.
7. Double check the 'missing items' and see if they are still present on the phone. If so then we are done on the phone side.
Next over to the iPad.
8. Start the PVZ2 App on the iPad
9. From the main menu, click the cloud button and do a force sync (as done on the phone)
10. Check if the items matched to the phone.
If the above method failed to sync the in game resources on both devices, then your only option left is to contact EA Help Center and open a 'Missing Content' case to get further assistance.
