That's because the drop probability for PPS and PSF is only 12.5% the other JM plants have a probability of 25%: https://write.as/euphoric-seaweed/pinata-tracker-drop-probabilities 

Edit: This is the probability for the Pinata tracker but I imagine its the same for the 100 gem Pinata.
