They both have free blover so there's no point using imitator and even with a continuous wind the best i can do is 6.8m.
The main advantage Higher Level plants have is refresh times, so it's easier to keep the frontline up, which is very important for Blover-Chard strats. I'd recommend burning through some PF on Reinforce-Mint in the beginning, this way it helps set the Zombie Difficulty Level (higher ZDL = higher scoring) higher from the get go.
For level 1 plants this can be accomplished by using Conceal-mint right when the Zombies appear, since Blover will not be fully ready when they show up.
