If you signed up to EA's email registration scheme then you can go through it to request a code to restore your account from their backups.

If you didn't then if you have the player id number associated with the missing plants you can contact them by tapping help at the bottom of the page and making a missing content report.

If you don't have the correct player id number then you will have to provide proof that you had them before they will restore them, easy enough in the case of missing plants that you payed cash for, there will be a record in your purchase history.
