In the case I think below are your options.

1) Take a note of your player ID, register your email with EA so you can recover your progress.  Delete the game and perform a re-install and see if yourr ecovered account has this bug corrected. 

2) Ignore this bug and carry on playing the game without this plant.  (being a little OCD myself, I would find this option unacceptable)

3) Restart a fresh game (by purposely select a new game after you get the options to select your recovered account)

4) Contact EA Help Center and open a new 'Missing Content' Case.  Hopefully the advisor can unlock it for you on your account.  Bewarn this might take a long time waiting for their response and also prepare to accept there are chances they cannot unlocked world plants for you.
