I've been experiencing the same problem for months now. I'm unable to buy anything. I keep seeing the dialog window saying "Unable to complete purchase" every time I open the shop. So many people have complained about this and EA doesn't seem to care. It's ridiculous that there are people out there like me who are willing to pay real money for game features and the company is refusing to accept it! I feel like an idiot writing this but it's the company's management who should feel ashamed. Unless of course it pays more for the company to focus on other games that bring in even more cash so allocating resources on PVZ 2 is doesn't make that much sense after all. Still, I think they should resolve this problem to show they care about their customers.
None of the methods mentioned earlier helped and I actually had a problem with restoring my progress after reinstalling the game so I'm unwilling to try that again. I'm using Galaxy Note 10. To make things worse, the game now crashes on a regular basis... It's such a shame. I really enjoy this game!

I have run into this issue multiple times. I believe the issue is that the underlying Google Play services are not getting updated (step 4). They are buried in the settings (see the note at the end) and even running the update and rebooting has not resulted in the patch being installed. This last time I think I went through the process of updating that piece 4x before it took. But once it took, the issue went away and I was able to make a cash purchase again.I didn't expect such a quick and helpful reply, thanks! I saw your post with these steps earlier but while I had tried some of them earlier, I have to admit I hadn't done them exactly like they're described in your post, not in that order, etc. I'll try that just now! One thing I don't understand is point 5: "Reboot 2x and check that the Play update was applied". Where do I check that? How do I know if the update was applied?
Go back to the same place in settings and check if the update says it’s still waiting to be installed. That’s what happened to me the last time. It downloaded and said it was rebooting to complete install, but it still showed as availavle (not installed, not pending) when I went back to confirm that it had happened.
Unfortunately this solution didn't work for me, even though I followed your instructions to the letter and made sure that Google Play update had been successfully installed. Thanks for trying to help though. I've sent an official e-mail to EA requesting help. If they surprise me a working solution, I'll come back and post it.
