Hmm, a very good catch, I missed this one.  

I will make a post and ask the question to the PvZ-team over on sub reddit and see if I get any answers but be prepare to accept the usual disappointment as It is not the first time EA/PopCap changes the goal post in mid game.

EDIT:  

@DJKFreeman10    I mixed up the number of crowns and the seed packages, probably just like you did.

The new plant IS unlocked with 250 seeds but to get this amount of seeds, you will need to reach 500 crowns.

The math for adding up is below the image.

From the image above, you can see the Tomb Tangler seeds rewards, there are

5 seeds at 5 crowns.

10 seeds at 15 crowns.

15 seeds at 30 crowns.

20 seeds at 100 crowns.

50 seeds at 150 crowns.

150 seeds at 500 crowns.

(I originally thought this was 100 but after having unlocked my plant, I can confirm it is 150 seeds)

So the total amount of seeds you get on reaching 500 crowns is:

 5+10+15+20+50+150 = 250 seeds
