I think it is randomly preselected for you and this is being changed on a weekly basis.
If you look at the heading (on the board), it does say:

I would like to know how to unlock the pinatas from the second tab, the one with a green zombie head, I only have the pinata from the ancient egypt world unlocked, but how about the other world? like dark ages, modern day...?
I have played some world and unlocked the plants I wanted from them, and would like to upgrade them buying from the store, but they are not there to buy...
I thought they were all available and you can even pay for the pinatas with the pants you have not yet owned. This was what offered to me a long time ago -- many years ago.
Could it be that with the new update, you need to complete the world levels before they are becoming available?
