I've noticed a lack of laser bean seed packets as well, mine was L8 and almost at L9 and as last week was all about lasers so i spent 300 gems on far future pinatas until i had enough to level up.
Laser Beam was always the second hardest Far Future plant to get seed packets for and still is.
I am at Level 7 for my original profile and will use MagicDave's technique to get to Level 8 soon.
There is a pinata multiplyer applied to the 100 gem seed packets so the higher the league you are in then the more you will get.
The jade League pinata is the highest (×13).
I didn't actually notice this until I'd bought them but by that time i was already in jade so it didn't matter.
