Are you playing the game on more than one device? I ask because this could happen if they are out of sync.
There is not much you can do except contacting EA HELP CENTER and open a 'Missing Content' case and hopefully, the advisor can help adding the missing seeds to you account so you can have the plant unlocked,

I did, they just tell me they will update me when they can fix the problem, 7 days from that mail. It's not that difficult for them to give me the seeds ☹️
