Unable to complete purchases

So, I've Uninstalled and reinstalled Plants vs Zombies 2 to help attempt to fix the problem. I've cleared the cache and nothing works. Also, when I go to app settings on my phone it says that none of the permissions are allowed and yet I can't find any way of allowing permissions for the app. Any help would be very appreciated.
