I guess this is depending on how much you value the new plant and the amount of gems you have at your disposal. I seldom spend gems on my level 1 profile and have gathered quite a few over the years, so for me even at 500 gems for 50 seeds for Nightcap (I do not have the other two cash premium plants), I have no problem spending them.👿
If you have limited gems, then I recommend follow @MAGICDAVESHROOM 's sage advice and get the best value for your hard earned gems,

What i usually do to get my new level onesie is to play onesie boosteramas until i reach 150 crowns (30+ matches).
This gets me to 190 seeds, if i don't get any from other sources, such as a quest or piñata party, i will buy the remaining 60 seeds for gems, which will cost me 105 gems.
If i was to buy them outright, 25x seed piñatas would cost me a whopping 1,120 sparkly gems. EEK!
This is because EA has added +3 to EAch purchase, so the last purchase in this case would be 82 gems for 10x seeds. Not good value imho.
There are usually some seeds popping up in later tournaments, but they are not guaranteed so i prefer to get them while they are initially available.
I made a table showing 10+3 up to 50 so i can add them up to find out how mEAn is being by adding 3 per purchase.
If they kept to a simple 10x seeds for 10x gems then players could buy the plant for 250x gems.
