When trying to buy anything in pvz2 it gives this error

I try to buy things on pvz2, it just says I'm not authorized to make purchases on device. I'm on Android.

- Is your account connected/backed up?
- Are you playing on a underage account (in-game or on the device)?

Date/Time issue: 2018 since moving into UK from Asia
Account Backed up: Yes, but recently deleted all user accounts and reset progress
Underage account: No
P.S - also can’t restore my purchases after deletion.
