Game not available

I tried to download it on both my phone and even bluestacks on pc but it says its not available. In that case i wonder on what devices it IS available? And if i can avoid it and still download.

Level 46 bug on all characters, account maxed
Just got the game played 2 or 3 rounds, after logging off and logging back on my account is maxed out on everything. The same thing happened to my fiancé at the same time.
