Out of these, I feel BfN's Pea-souped has the most potential but I like Hyper the most in their current state. Super Pea Jump just isn't a good option when hyper let's you move so much faster and still jump higher, even if not as high as super pea jump; it isn't a solid option unlike the foot soldier's choice between rocket jump and rocket leap.
One thing they could do is just change pea-souped to give you the faster firing ability but nothing else, barring maybe the hover as it has the tradeoff of being able to remain above obstacles while making you a more obvious target unless you let it go and drop. Perhaps with one of the upgrades being you instantly reload when activating the ability for say 2 points.
