At what point do we consider emotes to be harassment?

We had a discussion similar to this one two months ago:

I'm still all for the idea of being able to disable certain emotes in your game (for you and others). You can't use them and won't be offended by them and the other person can assume they are infuriating you (and could still be sniped while doing it). Win win.
