I have to say that I really don't think that Nightcap needed more nerfs. She's felt fine for awhile now. I was fully behind some of the initial changes in founders but since then while a good Nightcap can be a pain, so is a good anything else really, and I don't see her needing any nerfs. I haven't played her since the patch as I'm capped on bulbs till next month so play a lot less until the map resets but I did watch Zack Scott play her and she seems hard to hit with now, even on PC (where Zack plays). She's a high mobility, low health character, which makes her more difficult to do well with than average to begin with, even if a very good player playing her being a menace to the zombies, they're doing their job in such a case.
As posted elsewhere, the only thing on Imp I felt needed nerfing was how powerful the mech self-destruct was. It was far too large an area for far too much damage and 'suicide mechs' were a serious issue in most matches. That being said, like NC, Imp is more difficult to do well with than a tougher character like All-Star, but those who are good with them can be very hard to play against, I hope this isn't why they were nerfed.
Overall this patch has good and bad and I feel the good slightly outweighs the bad but these low health, high mobility characters are always controversial as they are difficult to do well with and can feel unfair to play against when the person playing them is really good, whereas those that are not so good with them can get vanquished a lot and feel frustrated as they achieve little. I'd like all characters to be fun to play, balanced, and not frustrating to play as or against, and I don't feel we're there yet.
