It is not a glitch my friend, but a in-game mechanic.
The Block Meter cannot trigger if you have a full hand (10 cards), so I guess that's what happened to you/your opponent.
This is the only way (as far as I know) that you can actually get a completely full Block Meter (8 sections) like you said, as if someone had played the Body-gourd.
Bullseye will not set off a full meter either
- That is true, however unless body gourd filled it, there is no way you have a maxed out block meter without setting it off unless you have a full mitt
