a lot of people have this issue check your ports, Nat Type
do this: erase all your internet settings in sistem tab put on Factory and reconect!

I had this issue earlier in the week
My NAT type was always open
Seems okay now, though i'm now getting issues joining multiplayer games

every time it starts to download it just says can;t download.

this issue is on microsofts end. a way around this is to delete the downloaded file you have for this game in your storage (system settings>storage>hdd>games and apps>pvz garden warfare>press y to see your options) if it isnt there then its been auto removed already. next youll want to clear your systems cache 3 times (system settings>storage>hdd>press y to see your options). finally when you initiate the download do not do anything with your console. this fix has helped me but you literally need it to be on the dashboard doing absolutely nothing but sitting there. no games or movies until your download is complete.

internet settings not sistem settings just search the tab in the 360 sistem config..
