To be honest all of the cactus variants become useless when you unlock the zen catcus who is better than all of the other variants in every way. Decent zoom, decent ROF, Way faster reloading than the camo cactus, has a small AOE with her attacks, high damage even better than the camo cactus especially due to all those advantages.
The have to rework a lot of the older plant characters to be more competitive against the zombies since plants are no longer just focused on defending areas now.
I really did not like the scope on GW1 on this cactus and now sice GW2 its even more of a pain. I totally agree with the scope zooming in too close and being too slow on this variant its completely useless.
