Can i buy the game on Microsoft's Xbox Live...

And run it in Windows 11, through the XBOX app? I am interested in the Co-Op, VS modes and the house upgrades features, that steam/ea version do not offer. Some people claim you can do this, others,...

I don't think Xbox 360 games are included in the Xbox Play Anywhere initiative. I own both the digital and physical versions of xbox 360 pvz, but the game doesn't appear on my Xbox App. I am also using Windows 11. Don't think there's an official way to play the console versions on pc.
