cant promote carcheters and stuck on recuit

i have been playing since launch and i have 2500 hours my account got hacked in bfn over a year agio and this bug has happend since then well i was rank 1 for a while even though i was max rank and now evrey time when ui play a charter evrey day my rank wil go down by 90 levels 2071 to 1990 to 1909 etc does anyone know how to fix this?
