Actually, most games that allow local co-op will state "local co-op" or use the word "local" to let people know that it can be done on one console.

Absolutely none of that is misleading. I see nothing that would lead me to think this had any local options. To me, that's clearly an online multiplayer game only.
The online description is clear. Many folks do not use the sire to download, they still buy hard copies. if you are in the store and read the back of the package it is not that descriptive. I agree with you. However, There are less educated consumers out there and the package is not clear. The hard cop consume is less savy. If it is online for both it should say that. online 2-4 Co-op and online mulitplayer. When that word is left off many will misunderstand. .
