He just doesn't live up to the aggressive potential the other Pirates have.
Captain Squawk needs time to focus a scoped shot to be accurate enough to hit, and his scattershot is near useless, putting out less damage than Toxic Chomper's breath attack.
All the other Pirates have potential to be lethal at any range. Most have a very powerful scattershot to fall back on for close ranged combat, and should the Pirate be accurate with their scoped shots, they can land criticals back to back at any range, even up close, when the enemy is out of range of the scattershot.
As you do say, Captain Squawk is more of a Zombie counterpart of the Camo Cactus than anything. But seeing as how you can't just fire away as soon as someone is in your sights, the scope takes about two seconds to prepare another accurate shot, it takes 3+ critical hits to finish off most enemies, and the scattershot's damage is terrible, I just can't find much use for him, outside of playing solely as a sniper, when all the other variants can play much more aggressively.
