Hmm, that is strange. When I leveled up my Druid Rose, it seems she had all the upgrades at the end. Assuming you already closed the game and checked to see it is not there, try continuing to level her up and see if the upgrades pop up later on. Sorry I am unable to help much but it seems the game might be having a problem keeping track of things (your progress). 😳
Unless you are looking at the list when selecting an upgrade in which those already equipped are not shown on the list. Honestly, I doubt that is the problem but you can always check if you are unsure.
If you need, I am supply you a list of Druid Rose upgrades at the end of the leveling up process if you need reference. If so, just send me a message.

Ya I tried to keep on leveling but nothing shows ☹️ Restarted the game a few times of course. I was leveling in the garden ops when that occured.
Hmm... That is very odd. I will go investigate this problem myself as soon as possible. I will let you know of what I get.

P.S. I will be tracking this post to see if there are any developments. I will check if my upgrades have a similar problem. If not, there is no choice but to wait until the unannounced patch where many of the bugs on this forum SHOULD be fixed... Sorry that I can not help you directly but I will try my best.
