Hum...To be fair it hard to judge how much of a impact the start up of a shallow kill have right now as it happen fairly often that the hitbox for chomper is bugged during that time. Which generally make zombie without AOE actually WAIT for you to confirm the kill before shooting.
So my opinion at that would be to fix that glitch at the first place,when see if he do really need that change.
