Have you tried unplugging all the devices you have inserted into your PC other than the mouse, keyboard, and headset? It looks like you have quite a few extra devices like a tablet and camera that could be playing a factor. I've seen an Oculus headset cause performance issues when it's still plugged in.
I'm assuming you've tried a clean boot since you've tried a lot of the solutions here. When you perform a clean boot and run Origin as Administrator, can you take a look at your task manager to see what processes are taking up your CPU and memory?

let's be honest. if they play other games as normal. without need of a clean boot.
then why should your game be any different.
clear lack of engineering considerations. built for console and ported to pc it seems.
