Crazy Target Range

While this is only a small and funny addition to the game, its actually more like a competition on who-is-the-best-cheater. I dont know, how it is on different servers but on Europe the best records are already below 1 second. To avoid this, there are probably some adjustments necessary:

- reset the lists after changes are made

- when someone presses the start-button, reset the timer and counter for the event/competiton

- to finish this event succesfully you need to have all 16 targets shot
