That's because leveling up to 1-5 is very easy. You're better off saving your stars for characters that are leveling from 6-9 since that's when leveling turns into a small grind for them. it takes 25 stars alone (using the fish 5 times) to completely level them up to level 10 if you just use the fish with a level 9 character
