Yes, it is over-powered.
I don't think it needs to be nerfed as much as your examples though.
Zombies worth 4 or more brains and a cost of 8 should do it.
Well, maybe I exaggerated a bit ^^U. What happens is that currently this card is synonymous with assured win (thanks to this card, I have won games that were completely lost..., but I usually play more with plants, so I've seen more on the other side: have a game completely dominated, and thanks to this trick see my whole strategy ruined and to lose the game in one turn).
