The rose needs a buff n she can't be a support plant if she has no healing power plus she need more health. The rose now get gun out by all the zombies with in two hits.

Just a FYI... Scientist and Engineer beg to differ. Not saying I agree that Rose needs fixing since I've been on The Division, but you idiots need to stop posting this when two characters on the zombie side prove you wrong. In fact, both zombie support characters are some of the strongest characters in game. People need to stop saying something is "support" and then follow up by saying that they should be weak... when there's two characters that have been around since GW1 that have always been the strongest characters in game.
Rose is just fine. Don't play like you played her when she was OP.
Go along with other plants, provide support, don't dive straight into the action, use cover to your advantage.
She still has 3 very powerful abilities.

It's almost as if there are different subtypes of supporting roles.
The Scientist is clearly a mix between an assassin (high damage at close range, good at picking off isolated targets) and a healer. Abilities include initiation/escape, healing, and damage - though the Scientist has to min/max a bit to be a good assassin, so winds up forgoing most support abilities to do so.
Engineer is a mix between DPS and disabler, akin to the Demoman from TF2. Abilities include a disable, a turret, and increased mobility (but not necessarily initiation or escape).
Rose is about crowd control, and pretty much nothing else. She has two AOE crowd control abilities, as well as a guaranteed escape. With that skill set, you don't really get to do consistent damage, or you run the risk of being able to easily dispatch opponents. A good point of comparison for Rose is Crystal Maiden, from Dota 2: all support, very little damage.
I will agree that the Zombies feel much easier to play with, in that they feel much closer to traditional shooter archetypes, and in that they don't require much interplay between other classes to be able to have a huge impact.
Plants, on the other hand, have abilities that work much better when used together. So a support on the plant team is DOUBLY so - its abilities make openings for other abilities, and so forth.
This makes the Plants seem (or be) weaker individually, but stronger as a team.

As much as they wish for this to be a "team" game, they've failed miserably and it's reflective in the gameplay we've suffered through since GW1. Players play for kills... a personal accomplishment.
- The stats emphasize it.
- The payouts reward it.
- The scoreboard at the end of the match highlights it.
I've told them since the beginning that if you want players to play a specific way, then you need to curb the rewards towards it. It's evident in the fact that so many people gave up against Rose... because the k/d ratio playstyle of them sitting back didn't work with Rose... so instead of charging the objective or her, they kept sitting back... dying and never learning how to beat her. They kept playing the reward system instead of the objective. That's why the Great White North was a mess.
Sure you get the occasional match where you see a bit of teamwork. Most of the time it's people sitting back taking potshots long distance at each other.
