My friends and I are suffering from the same thing. And we have tried the aforementioned steps.And nothing.This started happening after the taco update.
Have you tried deleting and reinstalling it?

I am on Xbox One and no multiplayer ops works for me at all. If I search, it will find a game, but never load into it. I know it actually connects with the other players because if they are talking on the mic I can hear it, but I'm still in my Backyard waiting to load into the game it just found. All I can do is solo ops and I really want to be able to play multiplayer ops again. Is this known or is there a fix to it? I've researched, but can find nothing.
