Afterburner is a tool you can use to control the fan profile and clocks (mhz) of your GPU.
Core Voltage - (Leave that alone)
Core Clock (probably scaled to shader)
Shader Clock (probably scaled to Core)
Memory Clock
Those could be changed/lowered. That is what he's talking about. I would guess he lowered them by 50mhz ~ 100mhz. (I use the tool for the opposite.. trying to ruin my 480's so I can justify buying something new :P )
Don't use the RiviaTuner tools that come with it. They are for putting an overlay on the screen to show things like GPU temp, GPU load, FPS, you name it. It's a nice tool but has issues with Origin In Game not to mention it wouldn't be a good idea to throw a nother variable in there when it isn't working right in the first place.
Don't use it to overclock though. Laptops and overclocking don't go well together. I have an A6 laptop that I pretty much ruined by overvolting.
