The glitch you're talking about appears to be something that happens occassionally on XBox; when I see these types of complaints here it's pretty much always Xbox or maybe PC and I've never seen it reported here for PS4.
Usually though it's just one Gnome, not a whole bunch; I assume you got the achievement and went straight to the Chamber but if you logged out after getting the Gnomore achievement for finding all 54 Gnome statues and visited the Chamber of the Gnomes at a later time are you certain you logged into the same account? Accidentally switching accounts with another family member would explain the missing Gnomes.
In any event there is no guaranteed fix for this that I am aware of but there is a method which seems to work randomly but which requires that you know exactly what Gnomes are missing. If you know exactly what Gnomes are missing and where they are located on all the various maps some people have found that visiting those locations during a private play session with a variety of different Crazy Rules turned on sometimes makes the Gnome reappear so it can be collected again. It seems to be completely at random and some people with just the one glitchy Gnome collection seemed to have had to struggle with it a lot before if "fixed" though so if you're missing a bunch of them the odds don't look too good for you.
