I think that's because the patch isn't live yet?

It's live here. If you are on PC you can always manually check for update by rightclicking the game in Origin and pressing the check for update button.
The patch is live here (I'm from Brazil)
Rose is fine now, Imp and Deadbeard (with speed boost on the Barrel) are fun to play finally.
