Hey does anyone else know if the person that is named [Admin - Removed for naming and shaming] is a hacker or just p2w?! Because this person has max battle pass too...

You shouldn't based such accusations just on the player's rank, which is the impression that I'm getting here. You also shouldn't really be naming them in your post since that's poor etiquette.
As far as being maximum rank is concerned, some people just have a lot of free time and nothing better to do with it. I'd be maximum rank right now as well if I had the same level of free time available that I had back when GW2 launched and even at my current level of play time I'm pretty much hitting rank 1100.
