Considering that any such event would need to be planned out in advance so that the character customizations and other models could be designed and put into an update if one wasn't already in the works it's unlikely to happen now, and considering the Trials of Gnomus and the Community Challenges I can't see any Halloween themed event coming- as cool as that might be.
