Nope, I think they're in a pretty good spot right now.
Under-powered, compared to what? The current meta? Yes, right now, everything seems under powered with Rose on the field.
Citron and Corn are the two I like fighting the 'least' after Rose. Corn can one shot every character in the game, every, single, one. He also has some nice mobility when a fight starts. Citron is a highly mobile tank, pure and simple. With his shield, at base abilities he has 225 health, that's the highest of any character, without his shield, it's a 3 way tie for highest health in the game. Do you know what the average Zombie health is? 132, so on average, he has 93 more health. He's not a wrecking machine, he's meant to either fly around the field in ball form when alone, or, to sit with his friends and help anchor the team. He should never engage 1vs1 if he has a choice, and due to his skill set, he can decide to gt away from almost any fight.
There are great Corns, and really bad Corns, there are great Citrons, and really bad Citrons. I bet those who are really good, don't feel the characters are under powered, and I bet those who aren't all that good with them, feel they are under powered. My suggestion, would be to adjust your play style with them to find out what works, or, try a different character that may inherently fit your play style better.

Citron is over powered especially with the ball form because hes so small and moves so fast.
The corn is stronger than the solider because people in beta complained he was weak. Corn abilities are over powered.

Are you kidding? Citron is big, and an easy target. If you have problems hitting him, then maybe you're just bad.

Each of the legendary 'party' variants is like that. Their attacks are the same as the standard version, but scoring enough kills grants you increased damage and movement speed. I don't really mind it, I'm sure more variants are deploying with the Graveyard Variety Pack in the coming weeks.

Honestly both citron and Kernel corn are in a good spot right now. Citron fit his role well as a tank with the bonus of having a good mobility thank to ball mode. While kernel corn fit exactly as a front line attacker with bunch of offensive skill.
Variant wise,I heard that iron citron and electro citron are a bit up right now. I didn't got my hand at iron citron yet,but electro citron clearly could use a small buff to his uncharged shot. As for Kernel corn,I got them all, and I can clearly see that they're all well balanced.

Corn is defiantly balanced, citron if yet to play him did't unlock any citron variations yet at all while having least 3 / 4 of each on both sides.

You're exactly right. Both characters are overpowered when I'm getting killed by them, and underpowered when I'm getting killed as them. I need to practice more!

Just remember what happened to Rose and Imp.
In the beta they were both for the most part pretty balanced, Imp only seemed overpowered because there were ten of them every other game and Rose seemed underpowered because people didn't know how to play her. Everyone complained and the were wrongly balanced, honestly I feel that Citron is just fine and Kernel Corn is pretty well balanced too, I don't want to see the same mistake happen again.

Let's not do anymore tweaks until we can see what the game looks like in a world without OP Rose. The Rose balance is so egregious that it completely overshadows all other classes and makes them look bad. I have a sneaking feeling that when Rose gets nerfed that Citron will become a go-to character. Just getting my * kicked by 1 or 2 CRAAAAZY Citrons in GraveyardOps has me wondering if he's actually quite strong (but under-represented currently). THE WORSE THING THEY COULD DO IS BUFF ANOTHER CLASS THAT DIDN'T NEED IT. After the Rose fix the gameplay will normalize and they can start collecting accurate data on player usage, K/D ratios, and DPS chart comparisons and then they can start having those discussions.
