I would say 8/10.
Game is balanced counting of people not having a bunch of legendaries. But it's still a pay to win game.
A deck with 4 teleport + 4 Valkyrie / 4 trickster with fireworks+barrel combo will win 95% times against a deck without legendary/super rare card regardless the hero chosen.

That issue is more matchmaking than pay to win or balance really, in my opinion. I mean, just about every card game there is, is pay to win in that respect... but what it truly is, is "pay to compete in higher level games with more complex strategies and robust decks.", in theory. The way it should work, is matchmaking puts you in matches with people around the same general skill level and rank. You'll win some and lose some, regardless of the level you get to, except maybe legendary if you're just that amazingly skilled and have all the cards. But as it stands now, matchmaking only seems to be looking to match you quickly, not evenly. I'm a 41 right now. I get matched quickly, against 19s or 25s or 50s; rarely do i see anyone within a few ranks. This in turn makes the game feel unbalanced (when it's more likely your favorite, winning deck either a) isn't the class of deck capable of bringing that deck down (there are deck class v class advantages, ie. Prof/valk and now gargologist/def end are direct counters to trolar flare decks and other control decks) or b) you might not have the cards required to do so. Most of the time in CCGs, these issues only happen at the beginning of the season, or with someone who returns late to a season or buys a lot of packs right away (and has either watched and played enough already to understand deck building in this game); but it generally evens out as the season progresses.
I'm not in ultimate league yet. I don't know if I'll have enough time to get there... but it took me 28 games to get from 40 to 41. I have a few decks strong enough to get there. I do believe balance is determined at the highest level. The problem there, again, is matchmaking. Everyone plays everyone, so the highest levels seem like they're running OP decks that rarely get tested against other crazy strong decks. I mean, it seems like balanced matches overall when i play 50s... but it's so rare compared to the low ranked matches that i haven't really had to adjust my decks in a few weeks to counter anything meta changing.
You should see beginners vs beginners with stock decks. intermediates with good cards, but a lot of trash to fill out decks. Nothing too balance breaking, but if things go right, you can get some great surprise plays that turn the tides. Then we should be seeing the paid or endless grind decks that have well thought out decks that seem like every draw is a top deck, and every turn a momentum change. They should all be playing others at their level and it would feel balanced... but the way it is now it seems pay to win and that some strats are OP.
